ISTP 2016

Herzlich willkommen! Welcome!

From 3-4 March 2016, Germany will be hosting the 6th International Summit on the Teaching Profession (ISTP) in Berlin. Since its inaugural edition in 2011 in New York City, the ISTP has become an important forum for open and constructive exchange on effective teacher policies and practice. It assembles governments and teacher organisations from a number of high-performing and rapidly improving school systems, as certified by recent results of the Programme for International Student Assessment (PISA).

The 2016 Summit is jointly organised by the Standing Conference of the Ministers of Education and Cultural Affairs of the Länder in the Federal Republic of Germany (KMK), the Organisation for Economic Co-operation and Development (OECD) and Education International (EI), in cooperation with eight German private not-for-profit foundations.

The main theme of the 2016 ISTP will be “Teachers’ professional learning and growth: Creating the conditions to achieve quality teaching for excellent learning outcomes”. The thematic ISTP sessions will address the following questions:

  • Drawing the lessons from previous Teaching Summits: what competencies – skills, knowledge and dispositions – do successful teachers require?
  • Which policies help foster teachers’ competencies so that they are effectively prepared for teaching?
  • Implementing policies which promote teachers’ professional learning and growth: what are the challenges and opportunities?

Pre- and post-summit activities aim to provide opportunities for international participants to learn more about the German education system and to get in contact with various education stakeholders.

We look forward to welcoming ministers, union leaders, government officials, teaching professionals and education experts to Berlin.

In 2016 Bremen will hold the presidency of KMK. I am pleased that in the same year Germany will host for two days the most important international conference for the future of teacher policy.

Dr Claudia Bogedan
Bremen Senator for Children and Education and President of KMK in 2016

How do we train and develop our teachers? What constitutes good teaching and how should it be designed in the future? – These are critical questions for the future of every nation. These and many other issues will be discussed at the 2016 ISTP in Berlin.

Brunhild Kurth
Minister of Education and Cultural Affairs of Saxony and President of KMK in 2015

The ISTP in Berlin is the international forum where ministers of education from leading OECD member states and senior trade union officials, teaching professionals, and researchers work to improve the ways in which teachers are prepared for their responsibilities in teaching and everyday school life. If the ISTP did not already exist, we would have to invent it.

Stephan Dorgerloh
Minister of Education and Cultural Affairs of Saxony-Anhalt and ISTP spokesperson for KMK

The quality of schooling cannot exceed the quality of teachers, but the quality of teachers cannot exceed the quality of teacher education and of the support given to them.

Andreas Schleicher
Director for Education and Skills, Special Advisor on Education Policy to the Secretary-General, OECD

I welcome the Länder's commitment to hosting the 2016 International Summit on the Teaching Profession. It guarantees the continuation of a unique forum where teacher unions and governments jointly explore how all children's and young people's learning can be enhanced through supporting the teaching profession worldwide.

Fred van Leeuwen
General Secretary, EI

Teachers assume a key role in improving the quality of school education which our foundations care deeply about. International exchange on good practices also has an important part to play in this process. That is why we are delighted to be involved in the 2016 ISTP.

Berlin – a cosmopolitan city! The ISTP – a world congress! This is a great opportunity for teachers to make their voices heard and to broaden their horizon.
